I found Hotel Seagull to have a nice lobby and overall cleanliness, but it fell short in some areas. The location is pretty industrial, and there was a lot of noise outside that made relaxing a challenge. The bathroom space was cramped even by Japanese standards, which was somewhat frustrating for my overnight stay.
